What ZATCA requires

ZATCA compliance is an operating model, not just a technical connector. Teams need governance, validation controls, document archiving, exception workflows, and clear ownership across finance, tax, and IT.

Phase 2 is introduced in waves, and affected taxpayers are notified by ZATCA. Confirm the scope and deadline from the latest official notice received by your organization rather than relying on a generic online timetable. The implementation team should also use the current versions of ZATCA’s detailed guideline, data dictionary, security requirements, and XML implementation standard.

Implementation model

  • Governance track: policy, SOPs, control matrix, monthly monitoring.
  • Data track: tax codes, party master data, document lifecycle consistency.
  • Integration track: ERP invoice events, API signing/submission, retry logic.
  • Assurance track: pre-prod tests, rejection triage, periodic internal audits.

Assign one accountable owner to each track. Finance should own invoice meaning and accounting treatment; tax should own regulatory interpretation; IT or the implementation partner should own integration reliability and security; operations should own the people and process changes around issuing, correcting, and monitoring invoices.

Phase 2 onboarding

Treat onboarding as a controlled release. Before production, confirm that business data, solution-unit onboarding, credentials, invoice signing, reporting or clearance behavior, retry handling, and archive responsibilities have named owners and tested acceptance criteria.

QR code rules

QR requirements depend on the invoice type and the applicable ZATCA specification. Do not copy a QR payload from a sample invoice and assume it is sufficient. Validate the data source, encoding, invoice lifecycle, and printed or human-readable output as part of the same test case.

XML/UBL fundamentals

XML is not only a file-export task. The generated invoice must reflect the underlying commercial transaction and pass the applicable business and technical validation rules. Build test cases for discounts, charges, prepayments, credit and debit notes, tax categories, currency scenarios, buyer identifiers, and rounding before go-live.

Penalties and controls

Use preventative controls instead of relying only on rejection monitoring. Examples include controlled master-data changes, required-field validation, duplicate-document checks, tax-code review, approval for exceptional invoices, and a daily queue for failed or delayed submissions.

Timeline and wave planning

Plan backward from the organization’s confirmed deadline. Include time for data cleanup, solution configuration, onboarding, integration testing, user acceptance, training, cutover, and a monitored stabilization period. A go-live decision should require evidence that critical invoice scenarios pass and that the team can resolve failures without losing the accounting trail.

Implementation evidence

Keep an evidence pack that an internal reviewer can follow without relying on individual memory:

  • a responsibility matrix for finance, tax, IT, operations, and the implementation partner;
  • an approved diagram of invoice creation, signing, submission, response handling, accounting, and archive points;
  • a scenario register with expected results for standard invoices, simplified invoices, notes, prepayments, discounts, and exceptions;
  • test results, rejection examples, root-cause notes, and evidence of successful retesting;
  • credential and solution-unit ownership, renewal reminders, and access-control records;
  • the cutover checklist, go-live approval, monitoring dashboard, and escalation contacts.
